The Moscow Incident - revised (Nov. 12th, WGR)

Sept. 2008 – After years of oppression under the supposed reformist government of Russia, citizens begin to demonstrate in front of the Kremlin demanding better wages, lower taxes and nationalized healthcare. What begins, as peaceful demonstrations, soon turn violent when the government sends ruthless riot police to quell the supposed “anarchists”. A running melee through the streets of Moscow ends only after the death of 17 police officers and 193 demonstrators. The government declares that any unauthorized demonstrations will be consider treasonous and any person found will be arrested and tried for treason, an almost certain death sentence. The citizens of Russia soon find out that any person who follows the legal channels to apply for a demonstration license is being arrested too.

October 2008 – Angered by the abuse that their fellow citizens are facing, a group only known as 13Axe attacks a Russian governmental convoy, killing 23 government employees. The following day, 13Axe claims responsibility for the car bomb that kills the Russian Prime Minister. By the end of October, 13Axe has killed more than 50 high ranking governmental and military VIPs.

Nov. 1, 2008 – A state owned television channel receives a video from 13Axe proclaiming that if the government does not meet the people’s needs for better wages, taxes and healthcare, that they will set off a bomb within the next 2 weeks. After reviewing the video, the Russian military discovers clues leading to where the video was shot. Within hours, a raid is performed and several members of 13Axe are captured. One of the members is a renowned South African bomb maker, Diedrich Johannsen. After several interrogations of the prisoners, the Russian military feels confident that they have stopped 13Axe. That is until,

The Moscow Incident.

When: Saturday, Nov. 12th 2005
Time: 9am gear up, 10am (sharp) mission briefing, 10:30am (sharp) game starts
Until: 3:00pm, followed by raffle
How much: $15
Extra Raffle tickets: $5

The Mission:
Since the capture of some of the 13Axe members and the bomb maker, Russian military has stepped up it’s defense of all bomb producing facilities. Knowing that members of 13Axe are still at large, the government is worried that some sort of attack may still happen. Although alert, the government does not know what 13Axe is up to.
Currently, the bomb maker and the captured 13Axe members are being held at separate locations. The military is determined not to let them go free. The military also is guarding several bomb production facilities and patrolling the areas between each facility. More information will be given the day of the skirmish.

Rules of the day:
All WAA standard rules will be observed; save for Gary’s rule of 15-18 years old do not require AEC training.

Medic/ Regen rules:
All players will carry an envelope with a regen card inside it. When shot, place your kill rag on your head and then you may do one of several things:
1: Open envelope, which will determine one of three fates.
a. You’re alive. You may remove your kill flag and get back into the game.
b. You’re wounded and need to wait for a medic or go back to the respawn area.
c. You’re dead, go back to the safe zone and wait for respawn.
2. Call for a medic. The medic(s) will be carrying 2 times the number of cards to the people on your team. (i.e. 30 people = 60 cards) The cards will be identical to the cards you are carrying, so you are still taking a risk. If the medic pulls a wounded card, he may either pull another card, or you can go back to the respawn area.
3. The safe zone will be the respawn area. If you leave the field for any reason (other than a goggle/ safety reason) or you are killed/ return for respawn, you will have to wait until the top of the hour to respawn back into the game. When entering back into the game, you will come back onto the field with your kill rag on your head and go back to your teams initial starting point. These points will be determined prior to the game and cannot be captured by the other team.

Since this is a non-stop game, I strongly advise bringing your food/ water/ gear onto the field. If you so choose, you can leave your gear in the safe zone, but if you leave the field to retrieve it, you will have to wait until the top of the hour to come back onto the field.

There will be no camouflage rules for the game, as 13Axe is a group of insurgents and does not wear a specific uniform. Keeping that in mind, it will be harder to tell who is on your team and who the insurgents are. Radios are strongly advised for all players.

Misc:
I am in need of a person to play Diedrich Johannsen. If anybody is willing to volunteer for the role, I will gladly pay for your entry fee and 1 extra raffle ticket. This may or may not be an exciting role, as your status is captured and 13Axe may not care to rescue you. More of the role will be explained once you have committed to the part.

As stated, when you get shot, you'll have three option.
Use you personal medic card, call for a medic or go back to the safe zone until the top of the hour. The personal medic cards and the medic's cards will have far more "You live" vs. "Dead" cards, so most often you'll respawn.
You are correct though in the point that you may get shot at 2:01 and you may potentially have to wait an hour. Even though you may be out of play for an hour, it'll give you a chance to rest for a bit and re-think some tactics.
The reason behind this is to try and make the game more strategic vs. a running gun battle. Good planning, recon, sneaking will do a lot better than a quick trigger. Using your medics wisely will also help you out. I'm hoping this system will promote the "mil-sim" aspect of the game.
I have played in a game with these exact medics/ respawn rules and I have to say that it actually got pretty tense worrying about whether you're going to live or die. It made me think before I stepped on a fallen branch, smoked a cigarette, talked loudly or pulled the trigger.
It's my hopes that everybody who's played with similar rules will enjoy this and those who haven't play this style will learn to like it. If not, I'm a small guy and you'll all easily be able to kick my ass. :cry:

on a note related to the regen rules, will there be an official "regen clock"? or will the OC swing by on the hour to release the pigs from their pen? or will the dead need to govern themselves? personally, i don't normally wear a watch to games...just wondering if that's something people should do for this op. i guess either way it sounds like it wouldn't be a bad idea to carry a timepiece -- why waste your med card when there's only 5 minutes before the next return from Valhalla?

Something for the Russians to start thinking about:
A team commander will need to be picked. Don't all go jumping on it. Commanding a large team is difficult and can spell the doom of a team if not done well. If this is something you'd like to do, think about it between now and Nov. 12th. If you still want to do it, offer up at the skirm.
The Russians will also need several team leaders. The team leaders will be responsible for coordinating with the commander. Same as above, think about it and offer your services at the skirm.
Good leadership will help you defeat the treachery of 13Axe.

well, my job as a commissar isnt to lead, its to kill the cowards who retreat, thats about it. That would be a very fluffy role. Then my whole team would open up on me. Well, they are more like co-leaders, and REALLy enforce the CO's orders. I shall think about it.

This is a further rules update, sorry for the mishmash of rules, as they are in no particular order.

1. Medic’s can only heal them self with their personal medic card. They may not dip into their medical supply kit. In the event a medic is wounded and they do not want to use their card, or their card says, “Wounded, call for a medic” they can call another player over. This player may assume the role of the medic, by taking the medic kit from the medic. At this point, the new medic will assume the role. You may not give the old medic back the medic kit after you have healed them. Once you are a medic, you will stay the medic until a similar situation as above or the end of the day.
2. You may kill a wounded player by walking within 10ft. of them and saying “You’re dead.” Please do not use “Bang” as this will be considered a hit like the original rules posted. (A bang will cause the player to put on their kill rag and follow the previously stated medic rules)
If you kill a player with “You’re Dead”, they must follow the previously mentioned dead rules. (i.e. they must go back to the safe zone and wait until the top of the hour)
3. If you are carrying a game prop and are wounded or killed, you must give the prop to the nearest enemy. If there is a fire fight going on at the time, please wait until the fight is over to hand over the prop.
4. The bomb maker is not to be killed. He is an important HVT and the Russians need him alive. Should he be shot, the standard medic rules apply. If he is killed, you will be without important information for the day. (DO NOT KILL THE BOMB MAKER)
5. NO CHANNEL SURFING ON YOUR RADIO. If I catch you, you’ll be sitting for an hour.
6. There will be a designated private channel. This channel will be for OC use only. If you need to talk to an OC privately, please radio me on your team’s assigned channel. At that point we can switch channels to have a private conversation. If I catch anybody monitoring the OC channel, you’ll be done for the day.
7. NO BLIND FIRING, WHATSOEVER. See #5 for the penalty.
8. The Russians will be given designated points to protect at the beginning of the day. They will also be given patrol patterns. These patterns and points should not be deviated from until hostile action is taken against Russia.
9. Intel will be provided to the Russian commander after certain criteria has been met. I will provide the information to the commander. Please remember that I am impartial, so the intel given will be for your benefit.
10. Please reread #5 and #7.
11. Props are not to be moved or hidden while at their locations. If a prop is stolen by 13Axe, and the Russian retrieve it, it should be brought back to it’s starting location and placed where it was taken from.
12. You may capture 13Axe members. If you get the drop on them, rather than “Bang” rule them, you may say “You’re captured”. 13Axe members must lay down their weapons and be taken into custody. Instead of using hand restraints, you may place a hand on their shoulder to simulate a restraint. Please do not take their weapon from them, as it is worth a lot more than what you brought to the skirm. You may also take a wounded person hostage as per the kill rule in #2, saying, “You’re captured” rather than “You’re dead”. These same rules apply for 13Axe capturing Russians.
13. A wounded player can be dragged to a medic. This is done by having them place their hands on your shoulders and walking to the medic. You may not fire a rifle/ SMG while dragging a wounded comrade. You may use a sidearm only. (An MP5K does not count as a sidearm, pistols only my friends)

Uhhh, you may have an upgraded m4 a1, but Team Roadkill is a relatively new airsoft team and only has 6 members. I'm not sure about you but everyone else on the team has only been playing the game for only 6 months to 2 years, and at this stage of the game I don't think we'd be ready to take any team like Tiger Recon or TFD head on, whose teams have guys who have been playing since the mid 1990s....

On that topic, challenging a team that has 30+ people vs. a team with 6 people is kinda silly. In real life a special ops team might be able to do 5 to 1 odds, but in airsoft it would be damned hard. ;)

Since 13Axe has taken it upon themselves to start crabcakes talking, I think it is time for somemore rules/intel:

In case you haven't guessed it, 13Axe is attempting to assasinate the Russian President and his staff. Fortunately for them, the President and his staff will be at the Kremlin at 2:30pm, but will be leaving at 3pm again. the best way to attempt the assasination will be with a bomb. due to poor planning, the Russian military has sent up several bomb parts factories within the city limits. 13Axe must not get their hands on the bomb parts and be allowed to kill the President and his staff.

A few rules about the bomb:
The bomb is made of several parts. Once all of the parts are gathered, the bomb itself must be assembled. Once the bomb has been activated, it may not be moved. To activate/ deactivate the bomb, a keycode disk must be inserted into the bomb's detonator.
What i am getting at is that if 13Axe manages to plant the bomb, the Russian forces may still deactivate it, but they must first obtain the keycode disk. To deactivate the bomb, simply place the disk into the bomb's detonater, and stop the timer. You may only disassemble the bomb if it is not active.


If you run across 13Axe on the field and you kill them, they must hand over any bomb parts. You must then return them to their starting location. You may not hide the bomb parts, they must be in plain sight at their starting location. the same holds true for 13Axe, if you run into a Russian returning the parts to their start spot, if you kill them, they must turn over the parts.

Maps will be provided to the Russians, so they know the locations of the bomb parts. 13Axe, you may not steal the maps. You'll have to figure out where the bombs are some other way.

Indicated on the maps are patrol routes. Until hostile action has been taken against the Russians, you may only guard the designated locations and may only patrol the designated routes. Once action has been taken against the Russians, you may then send out hunting parties to your hearts desire.

Radio channels:
13Axe: channel 8
Russians: channel 12
OC: channel 4

Please remember, no channel surfacing will be allowed. If I catch you, or hear about it, you're done for the day. I will be monitoring the channels, so I will catch you.
If you need to talk to an OC privately, please call me (Maple or OC) over your teams channel and ask to go to the OC channel. This will be a channel for private conversation only. I will not be monitoring this channel unless you ask for a private conversation. Once again, if I catch anybody on the OC channel while I am holding a private convo, you're done.

(As you may have guessed, I am an ass when it comes to cheating, I don't do it, 9%% of the people on the field don't do it, and if you're one of the asses that does, don't come to the game)

Last bit of intel:
The bomb maker has sided with 13Axe. Fortuantely, he hates guns and will not use one. If you see him, take him prisoner. He won't run (a bum leg) and he is a valueable assest to the Russian government. Be warned, his brother has promised to help 13Axe if any harms comes to him, and his brother loves guns and is a good bomb maker too.
The bomb maker is known to wear urban camo jackets and loves his precious Strong Bad knit cap. (Don't worry RTO, I'll be providing you with your props)

hey Maple, just to clarify a few things:

1. what constitutes "hostile action" against the Russians? i'm guessing shooting them counts, but aside from the obvious, what about other things? for example, if a 13Axe member were to point their gun at a Russian, wouldn't that be considered hostile? just seeing an armed, known 13Axe militant, would that be enough to incite counter-action? what if one of the bomb pieces "goes missing" (i.e. 13Axe sneaks in a steals it without actually shooting at anyone)?

2. what are the consequences if the Russians engage 13Axe without "just cause"?

3. how cool is Strong Bad? i mean, fo reelz!

One Last Reminder!

Per Gary, we will be chrono-ing all weapons before the event. I will be at the field no later than 8am and will set up the chrono ASAP. Cricket has volunteered to assist with the process, so we should be able to chrono everybody quickly. I will have a speed loader on hand and .20s for chrono-ing. Make sure to bring an empty mag, preferably a lo-cap if you have one, when you come to chrono.
Please pay Gary and then chrono your weapons before gearing up. I will be starting the mission briefing at 9:45 and the game will start at 10:30 sharp. 13Axe is already in motion and will no wait for late comers.
I will keep the briefing as short as possible, so you have plenty of time to lay out some plans.
To summarize:
8am - chrono will be ready
9:45am- briefing
10:30am - game starts
3pm - game ends
3:15pm - raffle and cleanup
4:30pm - Maple goes to strip club :D
